I am visiting someone over in Portugal and was wondering if there are any walking/food tours to do without accommodations?
It depends where you are. In Porto I enjoyed the "Taste of Porto" food tour.

Google the name of the town followed by “food tours,” and you’ll probably get a long list of available tours, depending on your location, of course.
The company Eating Europe has food tours there. While we haven’t taken that one we did two in Rome & really good enjoyed them.
Do you have Rick’s book? He usually lists guides you can hire for private tours. We did that also in Italy.
Highly recommend Culinary Backstreets. Have used them in several major European cities. Wonderful experience every time. And I think they’re a great value. Small groups (3 of us in Lisbon), four to 6 hours based on my experience. I always book a food tour for my first full day in a city. It gets me out with a local, I get my bearings, learn about the culture and get to try lots of local specialties which as a solo traveler I may not have tried otherwise.
