I am looking into Best of Scandinavia in 14 Days Tour for 2024 and would be flying out from the New England area. I would like to add Finland on a few days before and use the over night ferry. With the Flight, Finland extension, travel insurance etc would $8,000 be correct (using 2023 prices) ? If so I may look elsewhere.

Scandinavia is not cheap but it is one of my favorite areas of Europe.
Are you using the multi city option to look at airfares? Cheaper than two one way tickets. So if you were flying out of Boston you would look at Boston to Helsinki then Bergen to Boston.
But you're probably not far off on your estimate. Depending on what time of year you're going you might be able to do it a little cheaper.

Our budget for Scandinavia in August/September 2022 for hotel plus food was around USD $300- per day. We stayed in a mix of three and four star hotels. Booking a room rate that included breakfast seemed the most economical option. Alcohol (wine) was very, very expensive.
We tried to eat a picnic lunch from the supermarket most days (cheese, nuts, yogurt) to save some money.
