I love to take advantage of traveling in low season when there are fewer tourist, but it seems there are no dates for this time of year for any tours. Has anyone ever seen tours posted for any tours during this time period?

Yes, I have gone on RS tours in March a number of times.
There aren't tours listed this year because they are removed after the date passes.

I have done the Best of Rome in February and Best of Sicily in March. Tours for 2023 have not yet been posted, so tours from January to April are not showing up on the website yet.

Some of the City Tours run at this time of the year. We took the Barcelona-Madrid tour in 2015, and found the weather to be pleasant and the crowds light,

If you look for “From our Bus Tours in Europe / Covid News on this website, you’ll see the weekly on-road reports. The first week report (mid February) which is on the bottom of the page lists Barcelona & Madrid / Paris / Venice, Florence & Rome. Those were the first tours of the year. If you go up the list you will see more tours added each week. I was on the March 30th Heart of Belgium and Holland tour. We had a great trip.
