We have been invited to an evening party in celebration of Bastille Day in a few weeks in Bretagne. It is listed as casual dress - but I don't know what is proper for this setting. Any help?

If in doubt, wear what you would wear in a church! You don't have to dress up, but on the other hand, don't turn up in shorts and t-shirt!
