Have you checked the American consulate or embassy website? They often have listings for things like this. The consulate in Franfkurt does. Check the Democrats Abroad website too, or any of the other American clubs or American style restaurants that might exist in Amsterdam.

Most American-type hotels, restaurants will show it live on TV, e.g. on CNN International. The broadcast in most Central European Time zone countries starts at 4pm and the actual transition of power takes place at 6pm CET (noon US-ET).
