I have twin 10 year olds and I am trying to decide which would be a better location for a short stay. Any thoughts?

Luzern....only because of the Swiss Transport Museum. The kids will love it. It's CH's version of the Air & Space Museum: http://www.verkehrshaus.ch

I would suggest Lucerne... a beautiful city, plus as a day tripyou can take the Golden Round Trip ( search Pilatus Golden Round trip) up to Mt Pilatus, and on the way down stop at Fräkmüntegg ( search Fräkmüntegg ), which has an adventure park that your daughters would really enjoy...
