Best time of year to travel in England, Scotland and Wales?

What do mean by "best": least amount of crowds, warmest weather, cheaper prices, more things to do?

You could visit London anytime of the year. Always lot of things, slightly cheaper outside of the summer months, fewer crowds but still lots of other tourists during the off-season. On the flip side off-season rural area can be a bit deserted, with some tourist sites closed for the season.

We have visited the British Isles several times and had good luck with June, leaving on a Saturday around June 10, returning on a Sunday three weeks later. The weather has always been pleasant, mostly sunshine with some brief showers and nice puffy clouds for photography, cool but not cold. (sweater or light jacket except at midday). Schools were still in session, so the sites were not too crowded. One year we went July 10-July 30, weather was hot and dry, bald blue skies, lousy for photographs.
