My friend needs to catch the TGV to Toulouse after he
flies into CDG. He does not speak French.
Is there a way to catch the TGV to Toulouse from CDG WITHOUT going into Paris itself? Or without having to make many transfers?

Yes! It appears from the sncf website www.sncf.com that your friend can get the TGV directly from Roissy/Charles de Gualle (Aeroport CDG 2 TGV) to Toulouse (Toulouse Matabiau).
You'll have to go to the website and enter the precise date and time that you want to go. There are several options with stops/changes and a few non-stops (7:30 and 13:45).

I suggest that your friend fly to Tolouse, not Paris, if he wants to be in Tolouse. It's a long, jet-lagged train ride to take after a long flight.
If he has already bought his ticket, he should at least investigate getting reticketed (might be expensive, might not). Or finding a budget flight from CDG, since he will already be at the airport.
I would suggest flying also. A one way trip from CDG to Toulouse on Air France is around $75.00 (55 Euros). It is around the same price if not cheaper than going by TGV. Plus it saves time.
