Is there a train station actually IN the airport in Frankfurt? I have been trying to figure out when I fly into Frankfurt from Prague, how soon I will be able to catch a train out to Regensberg.

As Michael indicated, there is indeed a train station within Frankfurt Airport.
As I recall there was a bit of a walk to get there, which involves going up a long stairway, turning right and then along a long corridor (there are food stands there, if you want to grab a Coffee, sandwich or whatever).
There's also a DB ticket office there, with ticket machines as well as staffed ticket windows. Last time I was through there, a helpful DB employee helped me buy a ticket at one of the machines as there was a huge queue at the windows.
When you get to the actual station, you'll have go down a stairway or escalators to get to the tracks. This is what it looks like.

Man, you guys are impressive with all your fancy pictures and maps! Just follow the signs, Amy, the airport is well marked. But now you have a ballpark idea of where you have to go and what you have to do. That's always a good idea when you're getting off a long flight.
Frankfurt airport does have a major train station. Its very easy and accommodating.
We flew into Frankfurt at night and took the train to a suburb to spend the (by that time) short night. Unfortunately the ticket vendors were long gone then. We struggled with the ticket machine for quite awhile (there were pictures, but for some reason we weren't able to decipher them properly). Finally a kind person appeared who assisted with purchasing tickets and explained where we went wrong with the symbols. The next morning we were able to easily purchase tickets to return to the airport. It turned out fine, but you can't count on ticket agents to be on hand at all hours of the night.

You would probably be better off timewise (cost too) to just take the train from Prague to Regensburg. A Czech Rail ticket from Prague to Furth im Wald, the first German town across the border on the shortest route to Munich and Nuernberg, costs about €11 pP. From there you could use a €28 Bayern-Ticket, which you can purchase online from the Bahn. It might be a little less expensive with P-P Czech Rail tickets to Plzen and a Bayern-Boehmen-Ticket from there, but the Bayern-Boehmen ticket might be a little more difficult to buy online.
And, there are TWO station at the airport. The closer in Regionalbahnhof is under the building across the street from Terminal 1. If you fly into Frankfurt on Lufthansa, you will come into Terminal 1. The Regionalbahnhof serves regional trains and the S-Bahn between Mainz and Frankfurt Hbf. If you buy a local RMV ticket to Kahl am Main (first stop in Bavaria, transfer at the Frankfurt Hbf) and a Bayern-Ticket (€20 Single, €28 for up to 5 P, from an automat) that will cover all of your transportation by regional train to Regensburg.
If you want to go by express train, that will take somewhat less time and cost more. Then you need to go to the Fernbahnhof, which you get to from the second floor mezzanine of Terminal 1. Go across the pedestriam bridge and follow the signs (Fernbahnhof) out the long hall to the Bahnhof.
