Yep, it's about 2-2.5 hrs by train. You'll have to change in Offenburg or Karlsruhe and Offenburg. Go to www.bahn.de The website can be done in English.
Go directly to the Bahn Query page. Bahn.de will take you there eventually, anyway. You'll have to start by taking the S-Bahn (S3) from the airport to the underground level of Stuttgart Hbf. Go up to the ground level to catch the trains. The fastest (2 hr), most expensive way is the TGV that goes directly (no change) to Strasbourg. You can also buy a 3-Löwen (Baden-Württemburg)-Ticket from an automat at the airport. That would cover your travel by regional trains (about 3+ hrs) to Offenburg, where you would have to buy a ticket from Kehl to Strasbourg (or, if you have time to wait in Stuttgart Hbf, get the Kehl to Strasbourg ticket there). I used a Bahn automat near the letter 'B'. There should be a Bahn ticket counter around there somewhere. Look for the red DB sign.
