The Giralda in Sevilla - Help with a quote

When we toured Sevilla one of our guides talked about someone (famous, I think a writer) who, in describing the female statue weather vane on the cathedral, said something like "She is the most woman nervous I know;; always moving but never going anywhere". Anyone know who, what, where.....

Eileen with Cervantes is more likely the correct source. Certainly would fit better!!!
