I already know the luge will close if the weather is poor. Is the luge even open in March?

Without even looking at the schedule, I'm going to guess no, because Sommerrodelbahns (the German name for these sorts of things), usually are closed during the ski season. If your trip includes any other areas of Germany, others may be open in areas of the country that are warmer in March.
