Can't recall one of the best recommended by an old Rick Steves book and a hotel concierge. Not at all expensive. Not a tourist place please.
One of the best I've been to, and I think was recommended by Rick in the past (don't know about this year), is the Irati Taberna Vasca, a Basque bar that serves dozens of kinds of pinxtos, the Basque version of tapas. It's a block east of the Ramblas, about halfway down. Any of the 3 or 4 times I've been there, I've been the only tourist in the place...and it was busy!
Susan - The tapas bars are all excellent - most have similar treats - count the toothpicks and pay at the checkout. I could take you to 30 of them and , blindfolded , you couldn't tell the difference in the food.
Just pick a couple and concentrate on the serious part of Barcelona!!

My favorite place was Euskal Etxea in the Old Town just a couple blocks from the Picasso Museum. Here is a link: http://www.barcelona-tourist-guide.com/en/restaurants/restaurant-euskal-etxea.html
We enjoyed a tapas place that was recommended by a flight attendant who travels to Barcelona often and knows the city well. It is in the Gotic area and is called Sagardi (we walked but metro is Jaume). It was very good, not touristy, and had lots of atmosphere--we dined outside which, I think, ran a Euro more or so. On the wooden wall behind the bar is a huge barrel/vat with a spigot where cider is dispensed from--they explained that it is a local cider but tasted like white wine. A restaurant very near Sagardi and rec by Rick, is Cafe Academia and we had an excellent meal there--a memorable meal really.
I think Sagardi is a chain...we ate at one in Valencia. Cafe A is a VERY good place...was the best meal we had in Spain!
