Where is nicer to stay for 3 days... Lugano or Locarno?
Locarno is a bigger city - (the business center of the region?) while Lugano is a more resorty-but-touristy town (in a classic old school way). Has a great boulevard along the lake and classic small hotels - almost like a step back in time wiht that real post card feel. The hills above are great too. Lucarno has some great big-name architecture by modern Mario Botta, but the villagey-feel of Lugano is more quaint I thought. Both are nice - and close to the boarder for a quick pizza in Italy or a boat ride! And close to the 3-castle town of Bellizona. Lugano may be a bit more $$ but might have more quaint B&Bs - so check out which is closer to your day trips and your budget!

I haven't been to Lugano (yet) but I really enjoyed my stay in Locarno. I found it to be a great city to get around by walking. There's a beautiful walkway along the lake and some great restaurants and also a Casino.
If you have time, have a look at the historic Church of Madonna del Sasso above town, and for a great view take the Cable Car to Cardada and Cimetta (hiking and ski area). There's a restaurant to the left of the Cable Car station and I enjoyed having a beer in the late afternoon sun and watching the hang gliders float past the patio. A short walk from the restaurant, there's a viewing platform that extends out from the edge of a cliff. Some people seemed to be a bit nervous, but it looks quite robust (even if it does sway in the wind!).
Depending on your travel route, you might take the Centovalli Railway from Locarno, as the scenery is incredible!
I'd really like to go back to Locarno.
