Unless there is another Winnweiler, my geography shows it is near Kaiserslautern. I'm not sure why you are going from the Stuttgart airport instead of Frankfurt, which would be closer. Are you flying into Stuttgart from the U.S? Also, you failed to mention how many of you.
You can get the fastest rail route from the German Rail website. There is an S-Bahn from the airport into town, to Stuttgart Hbf, where you can catch the train.
If you book well in advance, online from the Bahn website, you can get a Sparpreis ticket for as low as €19. Put in from: "Flughafen/Airport Stuttgart, Leinfelden-Echterding", and the ticket will include the S-Bahn from the airport. However, this ticket will be date/train-specific and non-refundable, so if your flight is late, you lose everything.
Or, you can purchase Länder-Tickets, a Baden-Württemberg-Ticket and a Rheinland-Pfalz-Ticket, for €20 each, single, or €28 each for 2 or more, up to 5, people. [Note: that English language Bahn page says €27 for the RL-P-Ticket, but that's last year's price.] These are all day, hop on/off passes for regional trains. They are always available from ticket automats - no prepurchase required. Regional trains will take about an hour longer from Stuttgart to Winnweiler.
You are correct, Winnweiler is in western Germany towards Kaiserslautern. We are flying from Atlanta into Stuttgart- it was cheaper per ticket and thought we would just enjoy the scenery traveling to Winnweiler. Not on much of a schedule the day we arrive. Thanks so much for the information.
