My daughter will be studying in Montpellier this fall semester. She needs as temporary student visa, which allows her to study in France for up to 6 months. She would like to travel in France during the summer, arriving there in early June. This means she will be in France for a total of about 6 1/2 to 7 months. Will the consulate in Atlanta let her enter France as a tourist in June, with the understanding that her student visa begins in mid-August? Will they insist that she arrive in France no earlier than her study schedule defines?

That is a very technical question and I am not sure I would want to rely on any response from this board. Ask the consulate. Our son studied in Spain for six months with a student visa and it didn't make any difference when he showed up, it was the ending date that was important. I am guessing she would no problem BUT ask the consulate for clarification.
As Frank said, you should get specific advice from someone who either has expert knowledge of the applicable regulations or can at least provide you with the text of the applicable regulations that you could read for yourself. I don't know whether anyone here has the requisite qualifications or can find the text of definitive regulations. You wouldn't want to rely on guesses by someone who does not have a good working knowledge of the exact regulations applicable to your facts.
