Spain or Portugal beach for middle of May

Knowing full well the state of the Costa del Sol and Rick Steves choice of Nerja on that coast, what would be the best choice for a 2-3 day beach stay:, Nerja, Terifa or Salema in Portugal?. Looking for: gorgeous beach, great town and people, wonderful food and quiet. Of course.

Nerja is lovely but not sure I would call it quiet. However a lot of expats have left and there will be less tourists in May perhaps. I find Tarifa charmless and windy - but many love it. Cannot comment on Portugal. Mid May this year in Andulucia was quite cold.

We stayed in Terifa in June, right outside "old town", and I would not do it again. (We did not like our RS hotel, nor the hotel choices near the town.) The Old town is fun, and had some good dining options. We did not look for any beaches. Our trip to Gibralter was facinating, and we loved the cab tour of "the Rock". In 2007 we stayed in Algarve, but it was in Dec. Salema was definately sleepy and SMALL, but the beach was beautiful. We had a rental car so we had fun exploring all of the beaches in Algarve. Nerja...quiet...hmmm......I don't know about that.
