Spain in winter

My husband and I (late 50's) plan to visit Southern Spain from mid December to February. We want to stay near the coast even tho we realize it will not be beach weather. Can anyone recommend small coastal towns without high-rise hotels and condos. Towns that have authentic local culture and are not geared towards tourists, with restaurants and shops open in winter.

To miss the high-risers, you're going to have to get northwest of Tarifa and work from there to the border with Portugal, skipping Cadiz. Barbate's not bad, but you'll be better off in you can speak Spanish. Rota has a small US military presence, which you'll barely notice, but the langauge barrier will be somewhat less. I think that'd be my choice since it's big enough to keep you somewhat busy and close enough to make side-trips to Seville, Jerez, Arcos, Cadiz, etc. Once you're up as far as Huelva, you've just about started the mess of the coastal Algarve.
