I will be in Vienna next week and have an ATT cell phone(triband) and am trying to determine if I should just pay the the higher roaming costs or should I get the phone unlocked and buy a SIM card when I arrive? Also, if i buy a card any recommendations in Vienna or Salzburg?

If you're just planning to use the Phone occasionally or for "emergencies", I'd suggest just using roaming with AT&T. The cost should be quite reasonable, and you can use text to keep in touch with family (most cost effective method).
Other Posters here have indicated that AT&T has an "international roaming" plan at slight additional cost, which reduces the roaming charges slightly. The plan can apparently be cancelled when you return home.
Check with AT&T so that you're fully aware of what the costs will be.

It costs about €30 to unlock, or buy a simple cell phone in Austria, then you can buy a starter-pack for ~ €15, which will give you free minutes as a welcome gift, as little as 4 cents per minute into all nets in Austria, including landlines. Reloads can be purchased in €5, €10 and €20 in any Trafik (Tobacco/Newspapershops) or any phone or electronic shops.
