My girls like to go to consignment shops in New York. Are there any in Paris for tten to shop? Or cheap outlet type stores?

There is Monoprix that is kind of like Target or KMart.
These are neither consignment or outlet stores -- but on the Rue du Rivoli (between Hotel de Ville and the Louvre) there are a lot of very reasonable clothing stores that I have frequented several times - like ETAM and others I whose names I can't remember. It's a good area to check out and right in the center of town, where you are likely to be.
Then again, with the US Dollar only buying a minimal 73 euro/cents is "Anything" is Europe really affordable anymore?
I went to Paris in January last year to take advantage of the twice yearly sale they have during this time and prices were way low, and very reasonable and downright bargains even with the exchange rate. But if shopping is something you want to do on your vacation, you budget for it just like anything else. Others may want to spend their money on another activity -- exchange rate is same for them.
It's fun to go to the stores in Paris and shop with the people, see some different styles. I even like grocery shopping there! Shopping is a good, and a legitimate fun thing to do on vacation. Different strokes.....
I agree about Monoprix.
If you are interested in perfumes and cosmetics, go to Catherine's at Rue de Castiliogne,(by the Louvre) look for either Fannie or Patricia. Very nice ladies and will recommend to you perfume that will suit you best. You do not have to buy of course but they are really good. Prices are lower than other Duty Free shops and they even give you the VAT there as a discount, provided that you really mail it right away. They will explain it to you while you're there. I highly recommend this store, I go there every year to buy stuff.
