I plan to park in one of the public parking garages (on Anendez de Menendez Pelayo) and wondering whether the use instructions will also be in english? If not is it easy to figure out how to use/pay?

Some machines might have an english option, but it doesn't matter. Snag the ticket when you drive in , the arm will raise. Keep the ticket with you while you do everwhat you're going to do. When you get back, look for a pay machine in the wall. Stick the ticket in. It will show you how much you owe. Put in money (most will give change). Your ticket will come back. You have fifteen minutes or so to find your car and drive out. Stick the ticket in the slot to raise the arm. If all else fails, and you can't find an attendant and people are honking at you, you can manually lift the arm without doing damage and hop back in your car.
