Would appreciate suggestions on base towns (and inns convenient to trails/wegs)for day hiking. Is southern Scharzwald the best? Also,
info on how to obtain free transportation via a "KONUS Schwarz wald Gastekarte" would be very helpful.

Freiburg is a fantastic, beautiful college town to explore as well as to walk right into the Scharzwald. The local tourist info offices have maps of all the places where you can hike. But be forewarned that the experience is not as rural or woodsy as you might think. You run into a lot of semi-urban developed places, and the "wegs" are more often than not dirt roads. It's not like our US national parks.
