I will be travelling in July and don't want to rent a car, I believe traffic is very heavy and I don't feel comfortable driving in a foreign country. I will fly to and stay in Nice and would like to at least see Cannes/Antibes/Monte Carlo in the few days I have. any group tour recommendations would be appriciated. can't afford private ones.
You are going to a super beautiful area. We stayed in Nice and from there visited the other places. The train and bus system is so easy (and crazy cheap). If you stay at the hostel Villa St. Exupery, they propose lots of tour options and help you plan your day.
I also recommend just going to the tour office and staying, "What is there to see and do here?" We have done that in every city we have visited, and you would be amazed how many wonderful things we have found. More often than not they say, "Oh, you're in luck because (insert here) is going on this week." They can also propose a ton of self-guided walking tours and suggest things to see and do.

I share your feelings about driving in congested areas. I am a frequent traveler to this area and have never had a problem with the train. Traveling by train lets you breeze from one town to the next without ever worrying about finding a parking place. The cities that you mentioned are connected by the same rail line and all towns are easily navigated by foot. Nice now has a nice tram from the rail station to Place Massena too. One other thought, one time while there my wife and I decided we wanted to see Grasse, Mougins, and St Paul de Vence. We asked the hotel staff and they plucked a little flyer up from their tourist info display and recommended a company (cannot remember the company now). It was great! in a couple of hours a minivan with 6 other tourists picked us up (all english speaking) and we began driving all over. Friendly little tour and a great way to enjoy the area without having to drive for about the same cost of renting a car!
