Can rail passes be activated at the Munich airport?

There is a German Rail counter in the MAC (Munich airport center, end nearest Terminal 1) over the S-Bahn station in Munich. I imagine one can activate a rail pass there. In 2000, the last time I bought a rail pass, I activated it at the DB counter in the Fernbahnhof in Frankfurt airport.
