When I went to www.hoteleuropa.eu to make a reservation, there is a spot for a promotional code. But I can't find any promotional code online. Any leads for this? Thanks.

From what I understand about Hotel Europa, is they are very busy, and no longer participate in any of the on-line deals. It is still my favorite hotel in Madrid, however. You may try calling the hotel direct (during THEIR) daytime hours to make sure you get an English speaker. They can be a bit aloof at the front desk. (I've stayed there 4 or 5 different times)
