Can we have breakfast at the Schiltorn, move to Interlaken, and see the Open Air Folk Museum all in one day?

Yes, it's doable. You can check schedules as the Swiss Rail site:

www.rail.ch

Simply type "Schiltorn" in the from box and "ballenberg museum" in the to box.
