At airport on way home. Stayed at Sofitel in Lisbon, in Evora at place which is rated 1 on TripAdvisor - long name which we just refer to as Peter's place (the owner). Both weregreat - Peter's was someplace very special. In Cascais we were at Baia - fine hotel in a great location.

Get a private room.
The best place I've ever stayed in Europe in that price range.

TheNovatel was lovely...and about $80 a day, booked ahead. It is about a 20 minute bus ride to the old
part of Lisbon. Across the street from the Novotel was the Ibis for about $59 per night, last summer. It was pretty good.
Sintra is great....but is an hour train ride from downtown Lisbon. It is a must see, as there are three great castles to tour there...and another one on the way to Sintra...so I recommend an overnight there....but when you want to sightsee in Lisbon, I recommend the above hotels.

In Lisbon, we stayed at Residential Florescente which is near Metro: Restauradores and walking distance to the Baixa district or if you go up the Barrio Alto area. I would recommend a back room because the front rooms face a street that becomes a restaurant row at night and amazingly a quiet street again during the day (imagine putting the set tables and chairs away daily?). Go to Trip Advisor to get reviews on this hotel. It was just right for us in Lisbon.
Sintra is a good day trip from the nearby Rossio Train Station (walking distance from the hotel). Take CP train from there and buy the RT with no time limit that day only ticket. When you get to Sintra there is a tourist info office in front of train depot where you can get free maps. You can also do the #343 bus for an hop on and off the major palaces to see for just 4.50E. There is a bus stop near the tourist info office.
