Ramstein has a train station for regional trains. Kaiserslautern is much closer than Frankfurt if you can't get directly to Ramstein without changing trains too many times. From Paris, go to Saarbruecken near or on the German border (via Reims and Metz). Then go to bahn.de and check to see how you can get to Ramstein from there. If you find a direct train to Kaiserslautern, I'd take it. It's very close to Ramstein, so your friends can pick you up without problems. Bahn.de may be able to give you the entire route but probably the price only from the border. Anyway, from Paris to Kaiserslautern via Reims and Metz is the most direct route but maybe somebody has a better plan. O, you could als plug in Landstuhl as a destination, even closer than Kaiserslautern but much smaller.

There is a high-speed train (ICE train) that goes directly from Paris to Kaiserslautern (few stops in between) and takes 2-2.5 hours. If you book early enough in advance you can get a ticket for under 100 Euros. You can look at train schedules on bahn.de but I've found it is cheaper and easier to book through raileurope.com. Ramstein is very close to Kaiserslautern so your friends could come pick you up or you could take a regional train from Kaiserslautern to Ramstein, which run pretty frequently.
