What arrondisement? Are they safe areas? How about access to sites? Any to-dos nearby?
We are considering taking apartments on either of these streets.

Rue René Goscinny is in the 13th near the Bibliotheque Francois Mitterand and is not what I would consider a great place for Parisian experience. This is a newly developed area in Paris - thus none of the old classic architecture one associates with Paris.
The neighborhood is safe, but you are on the opposite side of Paris from the typical places people like to visit - taking you anywhere from 20 minutes to 40 minutes to cross town. Although you are on line 14 which is a fast Metro (10 minutes to Chatelet)
Passage Raguinot is in the 12th but you are basically next to Gare Lyon. Which tends to mean lots of transit traffic etc.
If I were to pick between the two I would probably go with Passage Raguinot. You are not far from Bastille area.
I have not been to either street, but I am familiar with the neighborhoods. The Passage Raguinot is a small alley/passage northeast of the Gare de Lyon in the 12th arrondisement. It seems to be a charmless little street from the photo I was able to find, but it has the advantage of being near the train station and hence near lots of buses and metros. It would be a safe area, although the street itself is grim. The other address, rue Rene Goscinny, is across the river on the Left Bank, near the new national library (Bibliotheque Francois Mitterrand) in the 13th. That is an isolated neighborhood in terms of metros, except for the #14 line, which goes through it. It would be perfectly safe also, but it is sort of a dead area in terms of restaurants, etc.
