I have been reading about this route in the Rick Steves' Paris book. The description of the route describes the sights going from the Eiffel Tower to Pere Lachaise Cemetery. Can someone please tell me if the return route to the Eiffel Tower is also Route #69 – I assume it is?

Yes, the 69 starts and ends at the Champs de Mars, (the Tour Eiffel) and at the same place you can pick up the No. 42 (Direction Gare du Nord, which is another good sight-seeing route.

Because of one-way streets, the return route isn't exactly the same. Returning, you have a choice on the #69 of "Gambetta" or 'Champs de Mars." You probably want the second. The first one dumps you off miles from rue Cler. I especially like taking the #69 from the Marais to rue Cler. It passes into the courtyard of the Louvre near the pyramid.
This was one of the highlights of our Paris trip! Hardly any crowd and we ate a wonderful lunch down the hill from the cemetery and then hoped on the bus back to Rue Cler.
The Paris Rough Guide map shows several of the bus routes that appeal to tourists and also the locations of all of the taxi stands. We found this map very useful last summer.

To your question - yes (with noted slight deviations on the return trip). A note about buses in Paris in general - they are FAB-U-LOUS. I love the #72, which whisks you from Trocadero/Eiffel Tower (on the Trocadero side) past the Tuilleries, the Louvre, to the Hotel de Ville and beyond. Compared with the Metro, buses aren't as quick, of course. But what they lack in speed they make up for by being above ground, so you can see the sights. They are also comfier and cleaner than the Metro. Many posters here adore le Metro, and as a New Yorker, I get it. A subway is fast and practical. But on the down side, getting down into the relatively grubby Metro can really harsh a sweet, mellow Paris buzz. So unless I have to get a LONG way, and get there FAST, I take the bus!
