Can anyone recommend a B & B in a quiet area for under 100 Euro for a double room. Are there different towns/villages around the perimeter of the lake like at Lake Garda?

The prices depend on the season. In Orta, the Santa Caterina is great. There are other towns around the shores of the lake but I don't know about B&Bs in them. Tripadvisor would be a good resource.
