If you daughter is bringing a laptop along, you should consider using Skype (www.skype.com). Once you install the free software, you can make free computer to computer calls. In addition, computer to land-line calls are only about .02 cents a minute. I've used the service overseas many times, and it works great.
the pay as you go or "disposable" cellphones work very well. I got mine on ebay and made sure it was an unlocked phone with the Euro frequency. I got a sim card and was able to use it all over Europe.
The unlocked phone will allow you to use any SIM card from any cell carrier. So if she is in London she can use Orange, O2, etc. And in Germany she can still use that SIM or switch to a local one like Vodafone, which can provide her with a cheaper rate.
The cell phone is nice to have since its more sanitary than a payphone, and she has it 24-7 for emergency or to make reservations, etc.
