I plan to be in Amsterdam in August for three night and near the train station. Maybe three to four star motel. What do you recommened? I also will then travel to Berlin for four nights and would like to be near the Riechstag. Same rating. What are your recommendations?

The Reichstag is not very far from the hauptbahnhof (main train station) and there are a wealth of hotels near that area in the 3-4 star range. However I think of that area as a little less "in the center of it all" than being in the Mitte proper, although with Berlin public transit you can get anywhere you want quickly. It's a 20 minute walk from the Reichstag, (or idk, 7 minutes or so via U-bahn?) but I loved the Arcotel John F. It was a "splurge" for us, as we usually stay at cheaper hotels, but the service was wonderful and the room quite nice by European standards (still not huge, obviously).
