Better for a home base for what? What itinerary or plans? What month? And are you traveling by car or train/bus?
Echoing Kent, are you traveling for the typical tourist site-seeing trip, winter sports, hiking, the Passion Play, etc?
I have never heard of "Obermeragau". But Oberammergau is a delightful little town. If that is what you meant, I highly recommend it. Linderhof is a half hour away by bus; Hohenschwangau (Neuschwanstein) is about 1:20 away by bus. You can get to Garmisch-Partenkirchen in about 40 minutes.
I stayed at Gaestehaus Richter last year. It is around the corner from the train and bus station and a short walk into town. I paid €25 for the small single room (#1); other rooms are €25-€35 per person and larger. The place is bright and clean. Althought the website is only in German, Frau Richter speaks excellent English.

I'd suggest Mittenwald, our favorite. It'a the quintessential Bavarian village (IMO) with a mountain backdrop.
Very convenient by car or train, as the station is about a 5 minute walk to the pedestrian zone.

out of those 2, I'd say Mittenwald only because I think it's much cuter and has more to offer overall. I don't recommend Garmisch-Partenkirchen only because it's so overgrown and has that "sprawl" feel to it.
That said, those towns are the most expensive. Any of the small towns that, if you have a car, you'll drive through have nice places to stay. If you do this, it would be your mini-adventure - finding a cute, affordable place on your own. The more famous the town, the higher the price/night.
Remember that many places show prices per/PERSON/NIGHT and not just per night, so double check before you book. You don't want to be surprised when you pay! =)

Oberammergau is the best central location for the big attractions. West of town are the Royal Castles (with the Wies Kirche between) and east is Garmisch & beyond, Mittenwald. Of course, just outside of Oberammergau is Linderhof Palace.
A good little hotel about a block off the main drag in Oberammergau is the "Turmwirt" which also has a good restaurant. Going rate is € 47.50 per person, including breakfast.
We have stayed at the Rose in Ogau, and I remember it as being cheap and convenient.
