Sorry Kent! Not trying to steal your thunder! :-) I had a girlfriend that lived 200 yards from there and the whole island (St Louis) is (IMHO) the nicest part of the city. She didn't get asked though!

Sitting on the steps of the Trocadero, looking across the Seine at the Eiffel Tower, preferably while it is in its twinkling lights mode. (Just like the view shown on my large Hemingway-Eiffel Tower poster.)

I would love it if it were when we were sitting outside that cafe just down from Sacre Couer and be proposed there. Minus the bracelet scam artists though. LOL
