There is no optimum time. Just do it when you are ready to lock it in. Hotel prices do not charge, or seldom change, as you get nearer your date. Only planes do that.

I've booked only a week in advance for my last two trips to Madrid and had no trouble getting a budget room. You can always do some online searching and send some feeler e-mails now to gauge prices/availability, even if you aren't ready to commit.
