Is there a place to store luggage at the Innsbruck Train station? Also, any suggestions on what to see/do in 2 or 4 hours between trains?

Yes. There are many coin operated lockers at the I-bruck train station.
After puttin' a couple of euros in the slot you will receive a small disc which you will use to unlock the locker when you're ready to move on.
With a few hours, ya might consider a stroll down to Herzog-Friedrich-Strasse to check out the "Golden Roof". If you want to cut it close, you can take a 15 minute S-Bahn ride to Hall in Tirol. Beautiful town, but really it deserves more time.
