I'm travelling to France via Frankfurt, Germany. This is my first time going to Europe. When I enter EU at Frankfurt, is it where I have to clear (at custom) my check in bags? Or is it when I enter France, which is my final destination?

If you're booked on one ticket using either the same airline or two airlines which are codeshare partners, your luggage should be checked through and you won't see it until you get to France. Technically you won't enter the EU until you get to France. If you're traveling on separate tickets, you'll have to claim your luggage in Frankfurt and check it again for your flight to France.

In my experience, even if your connecting flight is on a separate ticket/airline, you may still be able to have your luggage automatically sent to your second flight. When you check-in for your first flight in the US ask the gate agent. Sometimes you can sometimes you can't.
