I would stay at Le Calendal Hotel in Arles as a base and travel from there.

Really depends on where in Provence you plan on visiting. It's a big area with lots to see. And romantic can mean different things to different folks: perhaps a glorious picnic in castle ruins high above a hilltop village? Or an evening stroll through little squares with fountains all lit up ?
Again, it all depends...

I agree with the prior comments and suggestions. A few more:
- attend an outdoor concert in the ancient theater in Arles with the sun setting behind the stage
- stroll through markets on market day
- wine tasting in Seguret, Gigondas, or Chateauneuf du Pape with a stroll around the village
- visit to Cassis or other town on the Med including the Calanques
- wander through the medieval section of Vaison la Romaine
