I would stay at Le Calendal Hotel in Arles as a base and travel from there.

Really depends on where in Provence you plan on visiting. It's a big area with lots to see. And romantic can mean different things to different folks: perhaps a glorious picnic in castle ruins high above a hilltop village? Or an evening stroll through little squares with fountains all lit up ?

Again, it all depends...

I agree with the prior comments and suggestions. A few more:

1. attend an outdoor concert in the ancient theater in Arles with the sun setting behind the stage
2. stroll through markets on market day
3. wine tasting in Seguret, Gigondas, or Chateauneuf du Pape with a stroll around the village
4. visit to Cassis or other town on the Med including the Calanques
5. wander through the medieval section of Vaison la Romaine
