Julia, will you be in Paris 3 nights or more? You should consider an apartment, which will offer more space at a lower price. Try VacationInParis.com they have a large selection of apartments all over Paris, and you can book by the night (discount for 5 + nights). For Lucerne, do you need a quad room, or will two doubles do? In other words, how old are the kids? Lucerne hotels are expensive but the quality is high. there are quite a few right in the center, either near the train station (which is a nice area, not at all seedy like some places) or across the Kapelle bridge in the oldtown, close by.
It seems like all the hotels in Lucerne are expensive. We stayed at Des Balances and were very happy with the choice. Restaurants and train station were all very close by. The views were terrific. At least some of the riverside rooms have a small balcony.

Yes, everything in Lucerne is expensive. We found the Hotel des Alpes to be as reasonable as there was. It was very adequate with a wonderful breakfast. Whatever you do, don't opt for something a bit cheaper in the outlying towns.
In Paris, Timhotel Jardins Des Plantes has quads. Plain, but clean with a/c and good central location. Quads are hard to come by,, sincerely hope trip is for later in July or August as I am sure you will struggle to find good cheaper quads with any vacancies for June!
