Not looking for fancy hotels.... a place in a good neighborhood with decent night sleep, convenient to a train station or near places of interest.
We stayed at Hotel Italia in Rome. Easy walk to train station. Bus stops very convenient. Had a family room with one large bed and two twins. Bathrooms are small. Hotel staff very helpful and speak English well.

You might try the Grand Hotel Leveque in Paris. If you want something a bit different in Rome you might consider The Beehive Hostel (it's very close to Termini station).
If you have the France or Italy Guidebooks available, there are lots of listings there for Hotels in various price ranges in different parts of each city.

Paris- find a hotel near Saint Michel Place (Latin Quarter) this area is easily accessible to everything, great base!
Rome-We stayed at Rafaello Hotel in Rome and again a great base close to train station and Roman Ruins
Paris, Hotel Diana , Hotel Des Mines, Hotel Eugenie, Hotel Claude Bernard. All clean, small rooms, a/c and good to great locations. All cheap( under 100 euros if you book ahead or get a special)
Rome,, well I stayed at a HOtel Selene last time( I have only been twice) the room was cheap( 80 euros if you booked in advance and paid cash on check out) and clean,, not too small either,, the location was fine, 5 mintue walk from main bus/train area.
