Does anyone have a recommendation for a good hotel in or near St. Germain? Preferably a small hotel that is non-smoking and rooms are less than 250 euros.

Are you speaking of St. Germain-en-Laye just west of Paris or St. Germain-des-Pres along the 6th & 7th arrondissements?

We've only had one experience with a hotel in this area. We stayed three nights at the Hotel Odeon St. Germain which is actually located on rue St. Sulpice, just a couple of blocks east of the Cathedral St. Sulpice. Excellent location between Ile de le Cite and Luxemburg Garden. Relatively quiet street with great restaurants within a block. Very clean, excellent decor and amenities, english speaking staff that will go the extra mile for you. Not cheap but we really liked it. Have fun!
