There is an Ibis hotel built as part of the train station. We have used it several times. I remember its more than $70 but then so is everything else. Cologne might not be the most expensive city in Europe, but it is right up there. Ibis hotels are usually the less expensive around, they charge extra for breakfast but it is easy to find morning food inside the train station. The back door of the reception area opens right into the station. Its locked but if you buzz the desk will let you in.

€53 a night in Koeln will be tough. Real tough. I agree with Monte. Perhaps your best chance would be at a DJH (youth hostel).

... or find a privatzimmer when you arrive .... but that will be difficult because you want it very near the station and that's not really a residential area.
