You could check the Novotel. It is a chain hotel, but has good rates and is in a good location.

We were only going to stay one night in Brussels in August 2007 so we went to the TI place (make sure you get the correct one - see Rick's book) and had them find us a place within our budget. We ended up in a very nice hotel. We had never used a TI for booking places before since we have read that they take a cut and we usually stay in B&Bs but since we were getting a hotel for only one night we did use them this time.
