Traveling to Paris at end of January without hotel reservation. Is there a kiosk/Information desk at Charles DeGaulle where I can go after arriving to inquire about available rooms.

Are you arriving in Paris without a hotel reservation because you can't find an available hotel or because you choose not to have one? Flying into Paris without a hotel reservation is like arriving in New York City without a hotel. I often travel without hotel reservations, however, not in large cities like Paris, Rome, etc. It is to your advantage to find a hotel before you go so that you can prepare here in the states on how to get to the hotel. You also may want to stay in a place where you would be most comfortable staying in regards to safety and the sites you want to see. If the hotel is not to your liking upon arrival, you could always cancel your reservations, depending on their policy, and find other accommodations. I have done this several times. Just a few thoughts. Have fun on your trip.
