Can someone recommend a hotel that is safe and well located for four adult women? We would like the accommodations to be four single beds or two double/queen beds. We are staying for just one night each both on the beginning and end of our trip so a rental car desk is helpful but not necessary as we can rent from the airport. (Just don't need the car the first day while in the city)

Check out Residencia Florescente - great central location, friendly helpful staff - don't think there is a car rental desk at the hotel. Suggest arranging car rental before you go - for pick-up/drop-off at airport or in central Lisboa. Have found it much cheaper to prearrange rental.

i second residencial florescente. stayed there a few times. great location, affordable, friendly staff. would stay again.
