Looking for a 4 star hotel in Menton or Beaulieu sur Mer with a view.
Christine, Check out the Best Western Prince de Galles in Menton. Although classified as a 3, not a 4, the European standards have wayyy more variations than the North American ones. I think that you would be satisfied with the quality, service and ocean-front positon of the hotel.

I found Menton to be a dowdy little town. I was very disappointed.

Menton's charms are that of an ageing "grande dame": not much to its faded looks, but delightful once you see her eyes twinkle and get to know her... It has a small town vibe and fabulous gardens ("the eyes twinkle" part). I love its municipal market and its position between the Italian border and Monaco. It has a pretty ocean front harbour & old town, with works by the artist Cocteau all over town. Given the geriatric dominance of its population, I guess "dowdy" is fair - but I would much prefer instead: "an air of faded glory"...
I agree with Diane about Menton. It's a get-away spot for Italian, French and British visitors. It's not a glamorous place like Monaco or the Promenade des Anglais in Nice, but it has its charm.
