Looking for a budget hotel or hostel in Barcelona with easy access to the Camp Nou and in a safe neighborhood. I will be attending the football match on May 16th and would like to rather be close to the stadium or have good bus or rail connection to the stadium area. Thank you for any help!

Head to http://maps.google.com/, and paste "hotel loc: Camp Nou, 08028 Barcelona, Spain" into the search box. You'll get a listing of all hotels in the neighborhood. But IMO you'll have a better time if you stay somewhere in the city center. It's very easy to reach the stadium via public transport:
