I am going to Hallstatt in May and would love some recommendations for guest houses, pensions, or apartments to rent, that are near the city center and not too expensive.

In all truth, most visitors do not stay in Hallstadt. It's a cramped existence between lake and mountain, and the pensions and Gasthaus there are not up to standard or are fully booked.
Nearby Bad Goisern and especially the resort/spa town of Bad Ischl have lots of accommodations. They aren't cheap either and during summer are very popular, but in May you should be able to find something worthwhile. The entire Salzkammergut area is very tourist-oriented and by visiting www.touristik.at and www.salzkammergut.at you will be able to select among a variety of lodgings in the lakes district.
Gasthaus Zauner was very nice. As far as people not staying there that was a big bonus. After the tour buses leave at the end of the day you have the whole town to yourself. We enjoyed the quite evenings, and would stay there again versus the "Hilton types" that need 4-star lodging.
I agree that staying in Hallstatt is a great idea. We were there in May and it was most memorable. By staying overnight, we happened upon a visit by the bishop. The church was alive with preparations and there was a ceremony in the square. These were early in the AM. Would have missed it if we had stayed elsewhere.
We also stayed at the Hotel Zauner and it was lovely. One of the most beautiful towns you will ever see. It is a postcard!
