Green Zones in Germany

I am travelling to Europe 2011/08/31. I will be renting a car in Belgium and eventually driving thru Germany. I read that certain areas of Germany require vehicles to have a sticker on the windshield in order to drive thru "Green Environmental Zones". If you don't have the sticker a 40 Euro fine can be levied on the spot. Can you easily purchase a sticker for these zones when you enter Germany? If so, where do you buy one?
Any information is much appreciated.

Those zones apply only to urban roads, so all highways and expressways are free. This being said, you can obtain the green environmental sticker at a number (hundreds, probably more than a thousand) TÜV (or similar) service points. It is mostly a straightforward process for rental cars: you enter, present the documents, they give you a sticker.

Or ask the rental dude for a car with one already. Same thing for a Swiss Vignette.

I am in a similar situation this Fall (2012)... renting In Amsterdam and going to Geramn cities. The rental guy said that "some of our cars have the stickers and some don't" but it wasn't clear that I could request one and have a guarantee. So, how did your trip in 2011 go? Or, was it easy to find the TUV's? (I have looked on line and am as yet somewaht confused)... Thanks...
